Why do people keep saying "headshots are not legal", this isn't the case at all. Contact to the head is actually perfectly within the modern rules so long as the principal point of contact is another part of the body.

Too often people see any touching or movement of the head and immediately call for a suspension. There's actually a lot of nuance to rule 48. The rule even allows for some discussion over whether the contact was avoidable and if the opponent put himself in that position.

He isn't on the same level with his teammate Wilson, but still, and yes he was way dirtier or predatory when he was younger, now he slowed down on that front

Hits with explicit focus on the head (headshots) definitely are against the rules. The issue here is that this is not one of those hits and there are people attempting to define it as such.

The hit on Komarov was one of the weirdest things to watch. Ovechkin is probably going to go bump the guy on a glide, but Komarov accelerates on a backpedal toward the leaning Ovechkin and essentially takes himself out. The contact on that hit was shoulder-to-shoulder, albeit blindside. The two of them are (were?) good friends. Ovechkin even went to the trainer's room to hug the guy after.

And your account of the Gostisbehere "incident" is revisionist history. There was no kneeing. There was Ovechkin going for a check and Ghost, attempting to avoid taking that body shot, stopping, exposing his leg and jumping away.

It's mainly to the chest (and definitely initially), as it should be. Should the rules be about a single Joule being imposed upon the head, I'd consider this noteworthy, but as they are not, let's not nitpick every single hit.

The NHL has suspended players for more innocent looking hits than that.
The NHL is in a tough position that pressures them to get rid of hits to the head so that they're less liable for players suffering from long term head injuries as they get older.
