Yup. Faceless and protected from owner influence.
But looking at the catalyst of this discussion and their pretty obvious motivations on why not to suspend even that won't work without a change in mandate.
I refuse to believe that anyone in favour of good tough hockey, or that has spent any time in the game actually thinks that those were run of the mill, non suspendable plays. But DoPS trapped itself, and didn't have the stones to follow through.
Reason A- with Wilson's history, any suspension would have to be disproportionately large. League doesn't want that because
A1- when Wilson is toeing the line he's the exact player they want for their playoff "brand"
A2- they're unprincipled cowards that don't want disciplinary action to have too big of an impact on a playoff run
Reason B- while using a players hair to pull them backwards to crash helmetless headfirst onto the ice is clearly a no go, suspending it when the video is grainy and there was other grappling at the same time puts them in a pickle moving forward, as they will have to rule on future "heat of the moment" wrestling indiscretions and
B1- they don't want to put a damper on scrums (again "brand")
B2- they're unprincipled cowards and don't want to be responsible for drawing the line between what happened last night and actually run of the mill nightly occurences.
So, what we get is a copout that doesn't endorse the action as allowable, but doesn't suspend it because "there isn't enough evidence"
