The people who were arrested were arrested in his house. Doesn't prove he's guilty of anything but a bit more here than a "suspected user".

We don't know what role the persons apprehended at his cottage has in it all. Lehtera apparently wasn't there at that time himself.

They got messed up translation from MTV3. The seven arrested, two k's and all that is the total overall from the case. On Lehtera property specifically, there has merely been "apprehensions".

The Inner Finland Police Department has in this week put the wide cocaine case to the Prosecutor's Office for the consideration of charges. The investigation phase has thusly concluded. 23 persons are suspect to prosecutor's consideration; no confirmation if Lehtera is one of them but the number of persons hasn't changed since the initial reporting.
Pirkanmaa District Court reportedly will look into it before the new year, but it may in all likeliness be that the first thing to do will be preparatory proceedings and the charges and the chargees won't become public knowledge until the main proceedings.

What the police has now done is they have sent a crapload of paperwork from the preliminary investigation to the Prosecutor, who now will decide what if any charges he will put forward to the court. Essentially he will look into the legal side of matters and what of the suspected crimes he can hope to successfully back in the criminal court with the evidence that has been gathered.
So it's only now going into the phase where he may be cleared. No one has actually been charged yet apparently.
The prosecutor obviously may be well in the know of the contents of the case, judging from the tight schedule.
