Tampa included a 2nd with Johnson, which would suggest Johnson has about three 2nd round picks worth of negative value.
Yes, Tampa can now spend up to $6.875m over the cap with a Seabrook LTIR. But they also added Seabrook's $6.875m cap to their payroll. Net free cap space gained is $6.875m - $6.875m = $0.
And it's actually less then $0 as acquiring Seabrook forces Tampa to use LTIR, whereas before they could have stayed under the cap at least part of the season and thus banked up pro-rated cap space. You can't do that with LTIR.

The LTIR section of the CBA needs to be shot into the sun.It's complicated. Tampa is going to use a training camp LTIR on Seabrook, which means on day 1 of the season they'll have $0 free cap space. If they wanted to recall a player on day 1+ they'd have to send another player down or have someone else go on LTIR to make space.
Or at least that's how it would normally work. However with Hedman going to LTIR to start the season Tampa should have free cap space on day 1 to make any recalls they want. Once Hedman comes off LTIR then they'll revert back to the scenario I described above.
