Nothing will happend , Back when the Oilers kept drafting first overall , the NHL saw a problem in the draft where there wasnt any to begin with . By creating the Lottory they fixed something that didnt need to be fixed in the first place, just like a sore loser child who keep changing the rules along the way because he can't win.
