Seemed a pretty clear non call to me

How?

He tries to control the ball without any pressure and he does so with his arm.... the definition of a handball (even if he obviously doesn't intend to use his arm to control the ball).

Sweden is mitigating the dangerous Mexican counterattack weapon really well so far.

They weren't robbed. Some of you really need to read the rules.

This wasn't even the case of ball to hand where it's debatable if the hand is in a natural position or not. He intentionally moved his arm towards the ball to control it. Without the touch near his elbow the ball is getting past him and Sweden has a better chance to score.

Germany and Sweden are tied in points and goals right now. Does FIFA use their game result as a tie breaker?

Yea, first tie breakers are in the entire group, then it would go to ones among the tied teams.

Sweden can only move on with a draw if Germany loses or if it's a higher scoring draw than Germany's
