Amazing what J.S. Giguire, coaching a stacked Red Wings roster, and then coaching the world's top Olympic talent will do for a coach's reputation . . .

For the record, I do think he's a good coach. However, the game has caught up to him and he doesn't see the need to adjust. So...

Does SJ even have any money to give him beyond the league min?

He probably realizes that, being 40 and everything, few teams are interested in him and that league minimum is all he can get.

EDIT: misread your question, and wow... the Sharks don't even have the cap to sign him for that little.

Isn't the other gripe against him is that he doesn't play his best players more?

Watching pretty much any team in any game around the league and it's immediately made apparent just how far behind the Penguins are. Roster-wise, style-wise, quality-wise.

To be fair most teams aren’t missing 20 million in cap already.

I know injuries are a factor, especially in Geno's case, but this team's been circling the drain and getting worse for a while. This was always a possibility with the amount of turnover and new guys, coupled with the preexisting problematic players on the roster already.

The Pens should not be this bad, though. Yes, the roster has issues, but too often it's the execution (or lack of) and effort that's killing this team.

Are they a Cup contender as currently constructed? No. But, IMO, there's enough decent pieces that they should at least be capable of looking like a middle of the pack team. Right now they look like a lottery pick is in their near future.

A lottery pick is way better than the alternative, which is "middle of the pack, barely miss or barely make the playoffs only to get embarrassed".
