Players drafted out of Europe that play in the AHL before they hit 20 have their contracts slide. So not sure why we couldn't sign Shalagin to his ELC and not have it affect our contract numbers?

Weird. I wonder if there is a certain amount of players you can bring and they wanted a look at a player in that tourney that wouldnt have gone if Volkov was there and since they want to give Volkov a look with the team they just had him skip the tourney this year?

He's played 2 years already in the AHL. He's clearly above this tournaments level. Same as Yan, Stephens, Masin, and Thomas.
