I think it would be good for any non-lottery team. The going rate on moving up in the 1st round is a 2nd rounder. So you take your non-lottery pick and essentially pick a player that went in the top 10. Sure you lose ELC years with Nylander but you get a guaranteed good player. I think that's worth a 3rd.

Arbitration means that he in all cases a) gets signed b) on fair price. And you either match a low one or get the high picks if there's an Offer Sheet.

Obviously he would have to file for for the arbitration himself, so there's that, because team-initiation of arbitration has all these rules and can only be done once for a player during his career.
