Don’t mean to contradict you but according to this excerpt, if the Rangers let his rights lapse, he would become an outright free agent:

Stuff like this happens, and it will happen again, but organizationally the Rangers don't have any room in the foreseeable future at center. It will be interesting if there are any teams that want to acquire him and get the chance to try and soon him before he's an outright free agent, but such a move at best would return a later pick a few years down the line.

He'll re-enter the draft because of his age, but NYR won't get compensation because he was drafted outside the 1st round, only 1st round picks that don't get signed can return a comp pick. See the Flyers who won't be signing Hutson's teammate at BU Jay O'Brien, but since he was a 1st round pick the flyers will get a 2nd round comp pick but he's too old to re-enter the draft so he will just be a UFA.

What they are saying above is that will some team look to trade for his rights before the June 1st deadline. If say the Habs traded the rights to Kostenko to NYR for him, the Habs would just need to sign him before June 1st, if they didn't (say he didn't want to) then he would go back in the draft. (and yes the Habs could pick him if they wanted to be dicks)

Only first rounder get a compensation pick.

Also, most of the time they do get undrafted and thus become UFA anyway.

As the blogger you linked said, the trade would likely be for a pick in later years.

So because he's in the CHL, the deadline is always June 1st. So if NYR (or any team that were to hold his rights) don't sign him before then, he goes back into the draft because of his age. Now if it were someone with a late Birth date didn't sign, they would be too old and would NOT re-enter the draft and thus become UFA's once the deadline to sign passed.

So say the Habs didn't sign Trudeau and he has a big year in the Q and now he doesn't want to sign with us, due to his late B-day he would be too old to go back into the draft. So after the June 1st deadline pass he would be a UFA.

Grubbe situation reminds me of how some teams in the 90s-00s were dicks and drafted players twice.

Mathieu Chouinard drafted 15th in 1998 and 45th in 2000 by Ottawa.
Pierre Dagenais drafted 47th in 1996 and 105th in 1998 by NJ.
Tim Brent drafted 37th in 2002 and 75th in 2004 by Anaheim.

Either they are suggesting he won't get picked in a re-draft and thus become a UFA, or they just don't know the rules that well.

I don't know him at all, but I don't trust any player in the CHL that breaks out in their age 19 season unless they missed a lot of time to injury as then it becomes more of a gamble.

Perets chose the Canes as unlike the Habs, they offered a 2-way deal, as per The Athletic.

Where is the quote from the Athletic? Unless all Montreal offered was an AHL contract, all entry level contracts are 2-way deals.

Montreal only offered him an AHL contract.

They thought he was a product of the defensive system in Quinnipiac (they are most likely correct) and had just signed Dobes.

So, he isn't draft eligible as he'll be 21 in June (I believe he isn't eligible), but as a potential free agent signing.

He's also sitting at 3g 7a in 5 games.

From stat watching, there has been a tremendous progression for two years now in undrafted 20 year old Matthew Sop of the Kitchener Rangers. Currently at 35p in 21 games, good for 3rd in the OHL scoring race

Could his game translate to the pros? Is it worth signing him right away to an NHL deal? AHL deal? Or pass due to 'X' fatal flaw(s)?

I still wonder if Hughes will be keeping a close eye on Northeastern since he knows the players well. Justin Hryckowian, Jack Williams both undrafted FA's.

Quinnipac accumulates old guys that are still playing college hockey because they aren't good enough to go any farther.

Now has seven goals with one assist in eight games. Is he merely net front and power play or is there more to his game?
