I liked Perriman a lot coming out of UCF. His hands never struck me as bad but more that he's had concentration issues. He's shown the ability to make some very difficult catches and leads with his hands rather than his body, but seems to focus too much on what he'll do after he catches it and takes his eye off or something. Clearly that did not get any better with the Ravens. The other issue with him is the constant soft tissue injuries.
Maybe they could get something out of him, but it will take time if so.
