Infrastructure costs are a big portion of any project like this and typically are handled primarily by local government (at least in Canada). So the Mayor not being on board with covering any is a big hurdle.

The development looks like it would be fed through Scottdale road which is in Scottsdale though. Who knows if the intersection of 101 and Scottsdale road needs to be upgraded for the venue? Ultimately Socttsdale would be responsible for that asset.This project isn't even in Scottsdale, and the infrastructure isn't coming from Scottsdale.
This is like if the mayor of Richmond Hill Ontario put out a press release about a project across the highway in Markham.
And then everyone rushes to post about how doomed the project is.
