If the person you want is not available you put someone in the GM position temporarily until the offseason. There is zero necessity to fill the position long term at this moment, just clean house and get by internally until more quality candidates are available.

Yzerman started in the Wings organization as a vice president and alternate governor before leaving to be GM in Tampa.

In other words, neither of your examples began their executive careers as a GM, both were given jobs where they weren't in charge of the day-today management of the roster or coaching staff, and worked their way up to the GM position.
