Why is this bad? Every team should be doing this.

Why is there a reason not too?
The NHL and CHL have a symbiotic relationship. It is bad for the CHL if NHL teams are constantly testing the CHL's best players. Other teams are not doing this because it is illegal. Therefore it is an unfair advantage for Arizona. I think they should lose a draft pick.

Amateurish, if true. Smacks of manipulation of juveniles...not a good look for the NHL, which is why they are going to come down on that idiot.

Coyotes probably have the most inexperienced front office in the league. Chayka had one year of experience with an NHL team when made GM, guys like Goldberg and Sullivan have no experience outside the Coyotes, and Hofford was head of a region for the Leafs before he got promoted to AGM by the Coyotes (on the word of Goldberg who he worked under in London).

But, this is the type of error while relatively minor you shouldn't make. It reeks of either an arrogance you won't get caught. The big thing is, I doubt it gave them much of a competitive advantage, which made it a stupid risk.

Chayka thought they will take the fines, the information they get from this is more valuable? It's hard for me to think that they didn't know they were breaking the rules.

This could get very expensive for the Coyotes.

"It is clearly defined by the National Hockey League that there cannot be any physical testing before the NHL combine. If guilt is established, and again it's an ongoing investigation, the Arizona Coyotes could face substantial fines – $250,000 or more per incident at the discretion of NHL commissioner Gary Bettman."

Should lose draft picks nevermind paying a fine. I don't know but for some reason it doesn't shock me that Chayka/ARZ are the culprit.
