Not possible since the two teams play each other. Unless the Carolina pick is lottery protected (I don't think it is) the Rangers have a 12.5% at the pick no matter what.

If the play-in never happens they'd have a 25% shot at it.

I’m not even mad from a Devils fam perspective. I obviously would have preferred 6th, but happy with 7 as well.

However, the league should hang their heads in shame for this. Everyone knew how asinine the format was even before this lottery happened.
