Edit: Per @Devils731, in summary:

Worst Case: Teams 8-15 win lotteries. Cards start flipping with #10. Devils pick 9th (at worst).

Status Quo Case: Real lottery teams win top 3 spots only. Cards start flipping with #7. Devils pick 6th (at worst).

Best Case: If the above occurs, and Devils are not #6, Devils are top 3 pick.

Just to confirm, is our magic # at 7? As in, if we're not there (or any of the preceeding #s), we're top 3?

it would depend. If none of the teams before the Devils win then we'd only know if they won a top 3 spot if they flip over the #6 card and the Devils aren't there.

So according to Bob McKenzie if no teams 8-15 wins the lottery then we will start with card flip for spot 7. So the first thing to root for is the cards start with 7.

Worst case scenario is they start with spot 10 and we know the Devils would be 9 in that case.
