And they had 4 more playoff appearances from 2004 to 2009. So since 2004 they have been to the playoffs 11 times and only made it to the WS twice and lost both which happened to be back to back.

That's literally a firable offense. It basically goes against every playoff game strategy, much less a do-or-die game. Even really good relievers, you don't want to put out there for more than an inning. Those are only reserved for the truly elite ones, and Kelly is nowhere near that calibre.
