Then why don't they just measure possession in the offensive zone (in minutes and seconds), instead of measuring a proxy for possession in the offensive zone?

I'm somewhat surprised that's not tracked on a player level, to be honest. But having the puck in a position to take a shot is a more dangerous situation than just having it scrummed up along the boards for 30 seconds and then having the defense cleanly break out.
