If it comes to that, it would depend on who he was being traded to, so of course he could refuse. It was a clause he negotiated into his contract and well within his right to do so.
If the Canes are still in the hunt (or on the bubble) by the deadline, he won't likely be moved anyhow.
If the Canes are out of it by TDL then Eric, being the competitor that he is will most likely waive his NTC, especially if the teams aren't close on salary negotiations. He'll want to have another shot at the Cup....no matter whether it's a long shot or not, he'll still want to reach for the brass ring.
I think it will be a moot point as I think we'll have re-signed him by that point and/or we'll be close enough to a bubble team that we'll need him to stay competitive. You don't have to like it, but it's my opinion and I'm sticking with it.

His answer was that they would get one by relocation because if Florida and Carolina can't fill up their buildings they don't have any business having a team. Jeff is a world class dork as a commentator, but it still surprised me with all of his history here.

IIRC, O'Neill made some other dismissive comment about Carolina within the last year. It really makes me wonder what happened behind the scenes as it seems less like "firing for effect" and more like "full-on grudge."
Maybe, but didn't he come into camp a few years ago (08 or 09 I think) on a camp invite, or something like that? Seems odd that he'd have a grudge and yet come back for that. In fairness, a year or two ago he ripped WPG as a hockey market as well saying nobody wants to sign/stay there. I still think he's just saying things to get an audience.

Come on out!" And I'm like, "Alright, the pig's coming out."

Between the overdone hick accent and the story itself I get the feeling that now that O'Neill is an Ontario-based sports reporter tied in with the Leafs organization he's made his heel turn and screw the organization that he spent most of his career with and who was open to helping him stage his abortive comeback.
