It is probably a good threat to Kessel. Rutherford doesn't want to be held hostage by Kessel, so this is the way he can turn the tables and maybe get Kessel to relax some of his destination restrictions.
Weird threat given that Kessel apparently wants to stay in Pittsburgh.
As best as I can tell, none of this was about Kessel wanting out, it was Rutherford wanting to trade him.
Apparently "off the market"now?

More like, Kessel doesn't want to be traded and is using his NTC to try to stay.
