Looks like he's moving his feet in order to skate, not specifically to kick. If he hadn't moved his feet at that moment, he would've tipped over.

They should change it to making it so your skate needs to be on the ice for it to count, then it won’t be refs discretion or put goalies in dangerSafety issue. Guys will be aggressively going after loose pucks with razor sharp blades. Someone's going to get cut real bad.
