Looks like he's moving his feet in order to skate, not specifically to kick. If he hadn't moved his feet at that moment, he would've tipped over.

As an aside though, hopefully they get rid of this no kicking rule soon. Take the guess work out of it, you absolutely should be able to kick a puck in.

Safety issue. Guys will be aggressively going after loose pucks with razor sharp blades. Someone's going to get cut real bad.

How does this compare to the Russia goal that was called back against the US?

IIHF changed the rules so that you can't even 'direct' the puck in off a skate anymore. NHL obviously still lets you direct the puck in. Separate rulebooks you are talking about.

They should change it to making it so your skate needs to be on the ice for it to count, then it won’t be refs discretion or put goalies in danger
