Pretty certain he could trade either of the 1sts -- they would just have the conditions attached to them still, e.g. the 2019 1st could be traded to another team, but the conditions would be that if the Stars win two rounds the pick would go to the Rangers and the other team would get some alternative, agreed on pick from the Stars instead (e.g. a 2nd). The new team acquiring the 1st would basically be betting against the Rangers' conditions being fulfilled, just as the Rangers are betting on them being fulfilled.

For example, Tampa's 1st this year could potentially go to the Rangers, but it's already been confirmed Tampa could still trade that 1st conditionally elsewhere.
