This makes no sense to me. Let's put in a review process under the guise of getting the important calls right, and then put something in place to discourage its use.

We all get frustrated enough with bad calls as it is. I agree with the sentiment that it's a really bad idea to put a system in place that compound a bad call on a goal with an additional penalty.

Automatic review. Then no need for challenge.

You have a goal, or near goal situation.
1) did the puck cross the line before the whistle (throw out the silly intent to blow qualifier, and build in that same time allowance for when a hit is considered late).
If yes, continue.
If no, no goal.
2) was there goaltender interference?
3) did puck leave play and return during the time that the attackers had the puck in the zone (ie was it missed that the puck went into the mesh and back out)
4) was the puck played illegally (ie hand pass or high stick leading up to the goal)
5) was zone entry gained illegally (ie hand pass, high stick, offside)
If yes to any of these questions, no goal.
If no/inconclusive - goal.

The entire process to review should take no more than two minutes (as it'd be rare to have to look at all these factors individually) if done in Toronto, or in a room in the arena with access to the feeds.

Just automatic review all goals in Toronto.
They get a fixed time limit, and if can't determine cause to overturn inside that time limit - call on the ice stands.

You make it 90-120s,and it'll be barely noticeable on game flow. Plus on the vast majority of confirmed good goals, you get double celebration fan reaction.

90-120 seconds is actually a pretty long time. In a league where there are 5 goals in a typical game, you're talking about adding 7-10 minutes per game of nothing but standing around waiting for reviews.

That's maximum time allowed. There's plenty where you can do a quick 10s confirm, so by the time players are ready to line up its been confirmed.

The penalty idea is stupid. Review is there to make sure they get the offside call right. Discouraging it with more than a lost timeout makes no sense.
