That is literally what Rockstar did with GTA V, so why would you expect RDR to be any different?

The most ridiculous part is how Rockstar made every new item exclusive to GTA Online.

So, not only did single player never receive any legitimate DLCs, Rockstar purposely withheld content from single player in order to drive people to the MTX-heavy GTA Online.
