Besides the 2016-2017 season being the 100th anniversary season for the Leafs and one main reason why they deserve to host a Winter Classic, here is another reason for them to host it. Teams who previously played in a Winter Classic as the road team, have all gone on to host a Winter Classic.
Pittsburgh: Road team in 2008, hosted in 2011.
Detroit: Road team in 2009, hosted in 2014.
Philadelphia: Road team in 2010, hosted in 2012.
Washington: Road team in 2011, hosting in 2015.
So if Toronto doesn't get to host a Winter Classic how can the NHL justify having those teams host one when they were previously in them as the road team?

BMO field will be at around 40,000 capacity by 2017, that's the plan. Game would probably be against Habs or Sens
So it's going to cost something between 60-120 million to renovate the stadium, and the government is going to pay?
No be else has a problem with is?
TFC doesn't need a larger stadium, they don't sell out now.
Argos have a very limited fan base that shows up
Rugby? Is there a massive need for this, can they not play at varsity, York or the cricket grounds?
Don't waste tax dollars on a one time event, that will be wasted almost all the time.
Just figure out a way to do it in the sky dome.
Except those tax dollars will create hundreds of jobs (if not more) for people over the next 3-4 years because of the infrastructure investment in the stadium.
That's how the government does things
