Check every single teams last 1st OV you'll see that 10 years isn't long, Some team shouldn't be penalized for the poor management of their team. You lose hockey game because your players aren't good enough, you should also lose at the draft because your scouts aren't good enough.

If you’re picking 1st overall it usually has nothing to do with your scouts. Most times everyone knows who’s going 1st in the draft.
