What’s considered like the average save percentage for a good result for goalie in soccer during shootouts? Like hockey for example it’s probably .700%+ over a large sample.

Of course England lose in penalties. That's one of the very many reasons you don't go full Hak.

It's mostly nerves. Usually it's much easier for the shooter to score than for the goalie to make the save.

Between lame offsides, players diving and penalty shootouts, football / soccer is very lame.

I like Defensive hockey, but it takes a special level of boring to enjoy defensive soccer play. IMO.
