I think @M.C.G. 31 is right, NXT is going to be announced as a third main brand, and they are showcasing Black, Ciampa, Gargano, and Ricochet to the casual audience.

This will officially start the week after WrestleMania, where the shakeup will include all 3 brands.

HOPEFULLY HHH and his team still keep control of NXT, while Vince still has RAW and SD. Maybe HHH even gets a bit more say with RAW & SD, but that's wishful thinking.
