The thing with Yakupov is his QO is a 2-way contract. So you'd think the Blues could work out a compromise lower then $2.5m on NHL salary. Can't see any way Yakupov would accept a 2-way QO and risk getting peanuts if buried in the AHL.
I'm surprised as well, but it's confirmed now that Yakupov wasn't qualified.

adek Faksa, Patrik Nemeth, Jamie Oleksiak, Brett Ritchie, and Gemel Smith have all been qualified and will likely sign with Dallas this summer. Matej Stransky was also qualified, but the Czech winger has a deal already in the KHL and it looks like his time in North America has come to an end.
Mattias Backman, Nick Ebert, Justin Hache, Henri Kiviaho, and Maxime Lagace were not qualified.
Backman is heading back to play in Sweden next season, while Ebert and Hache could be candidates for AHL contracts with the Texas Stars.
