if they both there then they both were qualified. they couldnt have been exposed to expansion draft unless they were qualified

for example

That tweet is wrong. Only one would have needed to be qualified because they needed to meet exposure minimums which included a goalie under contract or that had already received a qualifying offer, all players not protected or exempt were exposed.

Grubauer was going to be exposed regardless of whether or not he was offered a QO, however he needed to receive a QO in order to count as the "exposed goaltender" since Washington had no else to expose.

The same logic applies to Sparks and Bibeau or else QOs would have been used as a loophole to protect extra players.

That's wrong like others have pointed out. Any players who aren't exempt or protected are exposed regardless of what their current situation is(UFA, RFA without QO, RFA with QO, or guy under contract). Teams however had to expose 1 goalie that either had a contract for 2017/18 or had already been qualified. Therefore both would have been exposed(as well as Mcelhinney), but at least 1 of them had to be given a QO before the protection lists were submitted.

In the Caps case they had to QO Grubauer because they only had 2 goalies to expose, and the other was UFA. Unless they traded for some other teams qualified goalie or guy under contract, or signed Copley, Grubauer would have required a qualifying offer by last Saturday to fill that requirement. If you had another RFA with Grubauer, the other one wouldn't have needed a QO until well the deadline which is now apparently tomorrow.

I don't believe we've heard which Leafs guy got QO'd which is a little odd they'd want to keep that info quiet for 8 days now.

Rangers qualify Zibanejad, Jensen, Fast; Skapski not qualified

other NYR potential QO guys:

Zipay and CapFriendly indicate Catenacci non-tendered

mixed reports re Paliotta (CapFriendly doesnt have him as UFA yet)

CapFriendly still has Donnay as RFA but cant believe he earned a QO

unsure also about Beck. who signed in KHL,
a QO could retain rights for future return to NA

From the link
Qualifying offers were not extended to defenseman Jaynen Rissling and goaltender Jonas Gunnarsson, meaning they will become unrestricted free agents on July 1.

A little surprised at Mazanec getting a QO
