Gotta be pretty depressing for Cody Kessler
He went out and performed the best of any QB last year
Only for team/coach to never give him chance the following year and instead favoring Brock who failed miserably in Houston and was given away by Texans
Gregg Williams is probably so proud of his guy for that helmet to the knee.
Kessler was handed the starting job. He was getting the most reps in OTAs and minicamp and even to start training camp. The job was his to lose, and he lost it by not being very good.
The truth is no one has even won the job. Of the three, Osweiller merely looked the least worst. Kessler was really bad. Kizer just looked too inexperienced. Osweiller has been ok in practice (but ****ing terrible in two preseason games. Hogan was never given a real chance to play even though some practice observers think he's looked better than Kessler throughout camp.
Hogan and Kessler are essentially the same QB. Hogan is bigger and a bit more nimble but below average physical traits.
I think the only point about them is Hogan would probably win the 3rd QB job over Kessler if this was being judged solely on performance.
The thing is I like Kessler. He's a good decision maker. Unfortunately, he doesn't have the ability to make the plays he sees. He also got hurt too easily and too often last season.
Kessler is safe. That's why he will be a top back up. QB is the one position a coach doesn't want competition. It creates tension. Another reason why teams avoided Kap and Cutler and Romo. Opting for clearly less talented options.

Also much cheaper
Guys like Kessler will take dirt cheap deals compared to a more talented QB such as the one's you listed as potential backup
