Teams will submit their lists after the playoffs. It’s only like 1 or 2 days after and then the draft is 4 days later.

Between the submission of the lists and the draft, Seattle also has exclusive rights to negotiate with any UFA and RFA that has been left unprotected. And for the RFAs there is no compensation.
