The Penguins have historically not sent down guys on 1-way deals to WBS often. A 2-way deal is evidence that they view him as a AHLer right now. If they viewed him as a NHLer, they would have given him a 1-way deal.

You don't get players on par with Simon on AHL only deals.

Go look at past day 1 UFA signings by the Penguins. Simon is completely within that category.
