I disagree with this notion completely.
This is a dumbass signing.
If they viewed him as a surefire NHLer, they would have given him a 1-way deal.

Sullivan certainly does/
It's gonna be great when we get footage of Sullivan demanding Hexturke sign Simon and everyone is still like "No, this is just irrational head coach hatred!"
Janko and Rodrigues made sense given the potential.
We know Simon sucks.
All this deal does is block Zohorna or DOC. Hate it so much.

Knowing we're going to be one injury away from Sullivan stapling him to Sid again is going to cause many a sleepless night.
Solid-ish depth player, but I don't want him on the same continent as Sullivan.
i don't get this notion that Simon sucks? He's always been a fine player who got overused by the coaching staff. Annoying, sure.
But i don't think Simon has ever "sucked"

No impact, just reduces cap hit if he were to be sent down.
The Penguins have historically not sent down guys on 1-way deals to WBS often. A 2-way deal is evidence that they view him as a AHLer right now. If they viewed him as a NHLer, they would have given him a 1-way deal.
Or you know... Signed him to an AHL contract
Bet you he plays over 50% of whatever season length will be
