Solid-ish depth player, but I don't want him on the same continent as Sullivan.

No impact, just reduces cap hit if he were to be sent down.

The Penguins have historically not sent down guys on 1-way deals to WBS often. A 2-way deal is evidence that they view him as a AHLer right now. If they viewed him as a NHLer, they would have given him a 1-way deal.
