take away all the little advantages the defense gets. no more d zone hand passes.

keeping a player in the box for the full 2 wont make much difference. teams rarely score 2 on a 5 minute major pp. what you want is to increase the pp%. if you want to increase the pp%, take icing away from the PK. Make the second icing on a pk a penalty. you can wash out the icing when its a pass that misses, but you get one blatent clear and then its a face off in your end and you cant change.

Every 2 mins teams rotate 5 on 4 play.

Goalies use player sticks.

No line changes during play.

Refs share 1 whistle.

stop allowing dump&chase interference/picks and offensive zone time will increase dramatically.

Seriously though, the rules are fine. If the NHL is truly concerned about increasing scoring make goalie gear smaller or nets larger. But scoring isn't a huge issue. We're not watching basketball here.

If I'm not mistaken, expansion actually has increased offense when it occurred until the talent normalized. Less teams wouldn't really change anything either. Teams get better on both sides of the puck with less teams. From year to year, if they want to have more offense, they simply need to enforce the rulebook when it comes to penalties.

If you want more goals...or offense ...When a guys have a penality...The player stay all the penalty time on the penalty bench !

I can tell you exactly what would happen. Officials would become even more terrified of "influencing the game" and call even fewer penalties than right now.

That's the heart of the problem: the play on the ice looks too much like it did 15 years ago, when guys like Derian Hatcher and Adam Foote and Chris Therien could basically mug their way to success.
