Reduce the padding. Introduce pain back into the game.
I believe that less padding/equipment on the skaters will lead to more pain, and thus, less serious injury.
It will also remove a good amount of the shot blocking.
Reducing the chest "protector" and pants on the goalies also should be looked at further. The leg pads aren't the issue, the upper body is.
That, combined with a reduction in skaters' gear, would increase the size of the "scoring areas" as well as force teams to play less of a shell game.
