That would be a long layoff for them thouJust read that the Q expected to return October 1st.
As there are no American clubs in the QMJHL this will be a good measuring stick on how the OHL and WHL will be able to handle safety plus minus those U.S. based clubs which will still be unknown but there travel distances are similar to OHL geopolitical spots on the map.
So we will see how things shake out and how they manage the situation.
Businesses are being advised that Windsor may be in stage 3 by next Friday ( Might even be sooner). Just need a couple more days of good numbers.

As far as the two month wait for the Q and Mem Cup, there was a year the Q host team had to wait two months and they won the Memorial Cup by defeating three VERY strong League Champions. Can't make plans based on what-ifs.
Getting fans in the stands is the main issue. If they can't then the season won't last very long.

IF Windsor goes into Stage 3, that's huge for some businesses. Open up safely, take every precaution possible, and take that next step towards some sense of normalcy. Windsor and the county have been really good at getting the numbers down so it's a solid step in the right direction.
