I do not understand how the NHL wants interference called. When a player doesn't have the puck, and you make absolutely no attempt to play the puck, but instead put both arms around a guy and ride him into the boards, is that not interference?

thats exactly what Im talking about. Dads is not even playing the puck and its not to him yet but, they ride him to the boards with both arms
