Unless they can reach some sort of agreement with the mayor now, or the mayor gets overuled, yeah, it looks like they're done.
Infrastructure costs are a big portion of any project like this and typically are handled primarily by local government (at least in Canada). So the Mayor not being on board with covering any is a big hurdle.
