Actually he didn't leave his feet until the contact, but that should be a hit directed at the head.

His shoulder made contact with Penner's chin. He isn't tall enough for that without leaving his feet.

3 guys off on stretchers in the last 2 weeks, Penner nearly stretchered off.

EVERY TEAM regardless of how tough they are, these cheap head hits are happening because there is no penalty for it.

Your goon takes out a good player and receives what, a few punches in the face and a handful of games out (that he probably would have sat anyways). Even the teams with tough fighters are getting boarded and head shots.
