The ref has controlled dissent horribly in this game. Really poor with the physicality as well.

The only thing that would make it not a penalty is if the Iranian attacker just checked up his run to draw contact instead of going for the ball. I haven't seen a replay that was more than a quick glance to see if that was the case or not.
