There are 2 problems with our powerplay: 1) too much play on the outside and 2) zero movement. I don't understand why we don't have guys moving around, overlapping each other and creating space.

There is that. And there's plenty of teams that have been very successful with a substandard PP (see: Chicago Blackhawks). It sure would be nice to be able to do that better, tho.
