I have a feeling there will be a lot of smart gm's out there that will looking at the unprotected list of players and calling Vegas to tell them if you pick up player A I will then trade you either an exempt prospect or pick + for that player. I believe I saw a rule that any player picked can be trades regardless of NTC from the Vegas team up til January 2018 as long as it's not til their original team.
The Vegas GM could really speed up their building if they used this to their advantage, the leafs did well in a similar fashion with their ufa sign and later trades, imagine how well the Vegas team could do with 5-10 players other teams have been covering for a while.
