It was actually a smart move. They only needed a yard and the game was literally over.

If they had kicked and made the field goal, Buffalo still would have had a chance to win it, even if it would have been difficult to drive 75 yards for a touchdown in 1:10 or so.

A 48-yard field goal isn't automatic. I'd say they were just as likely to make it as they were to convert the 4th down. If you're picking between two options with similar success chances, and one of them guarantees you win the game, an NFL coach is taking that one every time.
