McVay changed how other HC handle pre-season when he played zero starters and then came out of the gate like 8-0 or something.

Before, with 4 pre-season games. It was more like:

Game 1 - starters get 1 series
Game 2 - starters get Q1
Game 3 - starters go into the 2nd half to get a feel of coming out after half time.
Game 4 - no starters, rested before the season begins. All backups or rookies.

Now, think it's like game 2 where any starters would get any work. Probably those with new HC might want to see how their 1's handle their new scheme in live action.

J. Kelce is an all-pro C, so, should Mariotta ever need to get into a game that's going to be his C.

If he shows well enough, maybe the Jags don't want to risk him getting claimed trying to re-assigned him to their PS as QB3 and kep him on the 53 man roster instead. Thus, he gets to make significantly more in salary being on the 53 man roster vs the PS.

Majority of NFL teams keep 2 QBs on their 53 man roster. Teams that keep QB3 on the main roster, typically have a young higher drafted kid on the main roster and want another veteran around just in case.
