He is signed for next season so yes he will be.

Anyone who had a NHL contract last season and is now a UFA as well as anyone who has a NHL contract next season are eligible.

This is what it says under eligible players. Even a rookie like Seider had a contract for the 2020-21 season, so would any expiring UFA. Raymond however, signed a couple months ago I believe. Capfriendly doesnt have him listed as having a contract for 2020/21. Up to HN I guess, but I thought he wasnt eligible or else I would have picked him.
