I'd assume it's the same rule for games played (adjusted to 7 for this year iirc) as usual to avoid burning a year of ELC.
This is plausible; we are looking to have a "normal" if a shortened season.

He was supposed to be drafted in June ans would've signed in ~September, if we fit this to the normal schedule of things. I assume they are trying to retain normalcy as much as possible, only time table is wonky.

But if there's no CHL, then the NHL/CHL transfer agreement gotta get an exception (and the players be allowed in AHL). We can't except 18 y.o. players to not play and develop, and there's no point in preventing the talent escaping CHL if/when there's no CHL.

I could see Jarvis contributing off of the taxi squad next year. Especially with the WHL season looking less and less likely. Rees and Suzuki may fall in the same boat with the OHL season being indefinitely delayed.

Practicing all year with the Hurricanes would certainly be better development then nothing. It has been discussed before but burning a year off of the ELC is less important than burning a year of RFA eligibility in the grand scheme. Which should give a prospect ~20-30 games if they impress.

Taxi squads will definitely be an interesting side story for all teams this year. Makes sense to be more AHL vet heavy than prospect heavy lest you end up throwing kids not ready into the fire who have to develop quickly on the job. Which is great for prospect geeks like us but not necessarily for the players. Finding that balance could be huge. Someone could win a round or maybe even the cup because they had a deeper and more experienced taxi squad or ahl team in general.

The thing with going to play in the AHL is that with this and that league cancelled or postponed indefinitely, there are less job opportunities and open spots for the more mature professional hockey players. The AHL player association, if there is such a thing, will probably have views on CHL guys coming to take their jerbs.
