Wouldn't "cleared to play" and "wasn't close to what he once was" be different tho? I could have worded it differently-
Perhaps his rehab didn't get him to the point where he once was, and they knew that.

It frees up a contract and a slot for a vet UFA defenseman on a 2 year deal they can expose in expansion.
I guess it is possible that Francis plans to add some players he would prefer to protect in the coming expansion Draft and Wiz's NMC would block a spot.
