I don’t believe cash transactions are allowed anymore under the collective bargaining agreement.

Bump... again this is a long shot but after skimming through the agreement it mentions that you can not send cash in exchange for a SPC or player.. but it does not specify a draft pick would apply. I'd say buy it!!

The doc is over 600 pages long so I may have missed something

You missed it in your quote. Drafting is part of “assignment of a player”.
