Probably because they are treating this game as the final part of training camp and he's guaranteed to be on the team, so they are trying other people.

Let's stop freaking out every time Gally isn't first line centre or first out there on the PP...it's exhibition. Coaches try stuff they wouldn't normally do in the actual games. Not to mention USA is still evaluating and still has cuts to make.

Why put Gally on the PP.. they know what they have in Gally. Gotta find out what else you have on the team and give them opportunities to put up offence. To me Gally not being on the PP is proving he's already good enough.
